Panattoni held two Open Houses in April 2024 to introduce the Balanced Plan to the community.

After engaging with community members in Roseville and Roseville Economic and Planning staff, Panattoni presented its Balanced Plan for the Phillip Road Site, which includes:

  • A reduction in truck traffic by at least 75 percent from the original plan.

  • 100 acres of new residential, including high, medium and low density;

  • More than 1 million square feet of innovation and advanced manufacturing space;

  • Nearly 30,000 square feet of new retail space;

  • More than 20,000 square feet of medical space; and,

  • 30 acres of new parks and open space.

In addition, the Balanced Plan is designed to:

  • Create buffer areas between the existing Winding Creek Neighborhood and non-residential uses of approximately 1,000 feet.

  • Commit to capping non-residential building heights to no more than 50 feet.

  • Work collaboratively with the City of Roseville to create traffic calming measures in Roseville around the proposed development.

  • Connect existing bike and pedestrian paths throughout the property.
