After engaging with community members in Roseville and the City of Roseville Economic and Planning staff, Panattoni Development Company (Panattoni) submitted an entitlement package for its Balanced Plan for the Phillip Road Site in early October. The Balanced Plan includes: 100 acres of new residential, including high, medium and low density; more than 1 million square feet of innovation and advanced manufacturing space; nearly 30,000 square feet of new retail space; more than 20,000 square feet of medical space; and 30 acres of new active and passive open space.

Now that a formal application has been submitted, the City of Roseville will have to conduct an environmental review of the project, a state mandated requirement known as the California Environmental Quality Act (CEQA). Then the project will need to be evaluated by the City Planning Commission and City Council. If approved, it’s likely that it might take three to five years before any construction activity occurs on the site.
