The Balanced Plan
Below is more information about the reimagined project. We appreciate your patience as we have been working hard to achieve the balance of serving the community, meeting the City of Roseville’s economic development goals, and being financially feasible for development.
Reduction of Truck Traffic & Emissions
The overall mix of product type, as well as the use of the innovation portion of the project, has been amended to reduce truck traffic by at least 75 percent from the original plan. We have reduced the amount of commercial space by more than half, and focused exclusively on uses with good-paying jobs and very low truck trips, such as research and development, advanced manufacturing, and bio/lifesciences – collectively referred to as innovation uses.
Buffer From Residential Uses
The new plan creates a setback of approximately 1,000 feet (which exceeds the length of three football fields) between the Winding Creek Neighborhood and the proposed innovation uses, creating significant buffer areas between existing residential neighborhoods and non-residential land uses.
Providing Medical Office and Retail Space
In response to the local need for medical and retail services nearby, we have created space for both of those local-serving uses on Blue Oaks Boulevard.
Creating Safe Places to Ride Bikes and Walk
Panattoni is committed to connecting existing bike lanes and trails through the new project. We propose connecting to the bike trail south of the creek and taking that across the Phillip Road Site. We would also add a bike lane connection in the northern part of Phillip Road Site, connecting the Winding Creek Neighborhood to a future bike lane, leading up to Amoruso Ranch. In addition, pedestrian pathways will be created across the project. Panattoni is committed to creating public gathering spaces and open space areas that are accessible to the public.
Creating Public Parks
The new development will include approximately 30 acres of public parks, paseos and open space available from pedestrian paths from existing neighborhoods.
Limiting the Building Height
Panattoni is committed to limiting all building heights on the proposed project to 50 feet.
Improving Infrastructure
Panattoni is committed to working collaboratively with the City of Roseville and surrounding neighborhoods on traffic calming measures. The Phillip Road Site will contribute to the widening and improvement of Blue Oaks Boulevard, including contributing to the addition of traffic lights to ease traffic concerns and promote safety.
Environmental Protections
Panattoni is devoted to sustainable and green-building practices, including using recycled water (when feasible), solar, and supporting electric vehicle infrastructure.
